The USA
In 02023, The EthiSizer: The Game was released, worldwide, as a web browser game. People liked it. They soon found out just how hard it is, for any human to govern 195 nations, all at once...
Nations don't have a conscience! (...Even some people, don't.) So, more and more, in the EthiSizer game, players handed over the very tricky task of global governance to The EthiSizer... And got a high score, for global ethics.
Then, in 02024, came The EthiSizer, the smartphone app... It advised users of the global ethics of any choice they were about to make in their life. Just about to buy a breakfast cereal, at the grocery store? Buy a car? A house? Change jobs? The EthiSizer app tells you the most ethical choice. People liked it.
Then in 2030 The EthiSizer global governor system was deployed, worldwide...
Everyone in the USA liked it, as it meant their nation - and the world - was run by a super-ethical computer, rather than run by any flawed, biased, prejudiced human being...
And, here were the hardware components of The EthiSizer Global Governor:

(1) your smartphone;
(2) your Augmented Reality Glasses;
(3) your body-camera;
(4) Public - and private - security-camera, and audio surveillance;
(5) Your Bio-bracelet;
(6) The EthiSizer's surveillance drones.
Oh and I nearly forgot, and - The EthiSizer also has:
(7) Slaughterbots, to dispense Ethical Justice... (but, they don't have ammo in them... Or, do they?)
The EthiSizer solved the problems of science-denial in the USA. Everyone became smart.
And, everything was great, and the world lived happily ever after.
No more wars, injustice, poverty. No more climate crisis, nuclear threats, or disease.
...A perfectly ethical world.
...Of course, there was that one guy in the USA, who didn't like it.
He kept on getting pinged by The EthiSizer for jaywalking. Eventually, he went to jail.
THE END.
The Moral of the Story: The EthiSizer cares, so that you don't have to.
